Belina Payroll HR counts the number of 'Active Employees' for User License purposes. 'Active employees' are employees who have been entered into the payroll and have not been discharged.
The total number of Active employees includes those setup in all the payrolls. It does not include employees in payrolls that have been marked as 'Dormant'.
